UK budget: silence is golden for biomass as VAT rise fears allayed, for now

Today’s U.K. budget for 2016 made no mention of an increase in value-added tax (VAT) for biomass boilers, raising hopes that British wood fired boiler customers will not be hit with a price hike.

The renewable energy industry had feared that the current 5% VAT rate on biomass boilers could be increased to 20% following last year’s announcement that Her Majesty’s Revenue & Customs (HMRC) had opened a consultation to remove the current tax relief for biomass boilers from August.

Good News for the RHI

“The government will increase funding for the Renewable Heat Incentive to £1.15 billion in 2021 to ensure that the UK continues to make progress towards its climate goals while reforming the scheme to improve value for money, delivering savings of almost £700 million by 2020-21”  source Department of Energy & Climate ChangeHM Treasury and The Rt Hon Amber Rudd MP

The DECC has clarified what the RHI budget will be for the next five years. The table below shows the budget for each year and the increase every year available for new applicants.

The government will increase funding for the Renewable Heat Incentive to £1.15 billion by 2020-21, while reforming the scheme to deliver better value for money. By the end of the Parliament the government expects to have incentivised enough additional renewable heat to warm the equivalent of over 500,000 homes

Degression Update

The Department of Energy and Climate Change (DECC) has published their monthly forecast of RHI expenditure today.                                                                                                                                         It currently indicates that the small biomass tariff in the non-domestic RHI will be reduced by 10%.           The medium and large biomass tariffs are still very unlikely to be degressed

However, the forecast for the domestic RHI biomass tariff currently does not indicate a degression.
